grouping/outline disappears

I have copied a pivot table onto a new page as values and tried to group the rows together to make it easier to navigate. The two layers of grouping are Business Unit and Team, with multiple teams per department. I started grouping the Teams but when i came to do the Bus Unit level, i noticed that several of the Team outlines were not there. there were dots against each row within the grouping but not the grouping. The total rows is only 450 so not a large dataset at all. Example of how it appears after grouping. Any suggestions?

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.

Check for any hidden rows

Verify consistent data formatting

Clear existing grouping and try grouping it manually

The dots are under level 2, not level 3, so those rows are grouped by business unit, but not by team. Hard to say why that is as we didn't see it happen but typically it is because overlapping regions were selected at some point during the grouping.
