"Gross to Net" Rounding Formula

Hello,

I am in search of a formula that will take the gross number of contracts my company is awarded per month, apply a cancellation rate of 10%, and if the net number is then greater than X.5 awards, round up to the next number.

For example, if we are awarded 15 gross contracts in January, but 10% are cancelled, so we have 13.5 net contracts, this is then rounded to 14 contracts.

I can't use that because if after cancellation rate I have 5.25 contracts, roundUP would still make that 6 contracts, when I need it to be 5 (because its not greater than 5.5 after cancellation)
