I would like to use a Excel sheet to manage the links on several google sites, such that I create links on my sites to the contents of a cell in an Excel spreadsheet, which contains a link to another document. This would enable editors of the spreadsheet to change the results of the links in the websites (without being able to / having to edit the websites themselves)

For example: I have a new google site (GSITE) and a spreadsheet (Excel1) and some picture files stored on google drive (PICTURE1,2,3). I have stored the hyperlinks to PICTURE1,2 and 3 in Excel1 cells A1, A2 and A3

Can I create a link on GSITE to the contents of Excel1 cell A1 such that clicking the link on the website does not open the sheet, but instead opens the PICTURE1 file linked in the cell?
