When using Goal Seek in 365, I enter the set cell info, to value, and by changing cell info. Then when I click OK, Goal Seek tells me that the cel must contain a formula. What am I doing wrong?

Expanding on the previous post ..
After all, if the 'Set cell' does not contain a formula it doesn't matter what other cell(s) you change, the 'Set cell' value will never change.
