getting wrong previous quarter

i have this:

=WORKDAY(EOMONTH(p_quarter,MOD(-MONTH(p_quarter),3)-3),-1,holidays) , which gives me 12/28/18, but I'm looking for 12/31/18 since that is the last business day of the quarter, not 28.

"p_quarter" is currently 3/29/19 ....

=WORKDAY(EOMONTH(p_quarter,MOD(-MONTH(p_quarter),3)-3)+1,-1,holidays)

that's what I'm used to ...should it be 0 ? let me test
