Getting special characters to save within a CSV

When I export my XLSM sheet to a CSV I have a special character that turns from the character Φ in the XLSM to a ? in the CSV

I have tried saving the sheet as CSV then going into Tools->Web Options->Encoding-> and selecting Unicode (UTF-8) but is still turns this character into a ? when I open the CSV

Is there any way around this without using a third party plugin or OpenOffice/G Suite as google suggests?
