Get Formatting in addition to Value from another Cell

I have a workbook with 5 sheets: "MAIN" where data is entered, and four others - each linked to various cells in "MAIN."
There are no calculations done in the links because the data is all text: For example: "=MAIN!B3"

What I need to do, however, is get not only the cell's value, but also the formatting: Cell Color, Text Color, and Text Type(bold / underline / italic / etc.)

Company policy will not allow me to use Macros and the sheets are too big to use "Paste Linked Picture" for every cell, so I need to do something in the formula, conditional formatting, etc.
(If using a Macro is the only solution, however, I would still like to know)

Though I don't know the answer to this question, I am considered the most knowledgeable about Excel in the company, so I've been tasked to provide immediate results.
Any expedient help would be appreciated!

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
Unfortunately, I don't think that you can copy cell formatting without using VBA (macro).
