Function screentips not showing

Win 8.1 (dont ask) / Excel 2016

Hello Excelers, i was hoping someone could point me in the right direction please... i have a colleague who's function screentips do not appear (regardless of whether the option is enabled or not). These are not UDF's, just standard Excel functions.

We've tried reinstalling etc to no avail... has anyone come across this before and know how to resolve? I've searched on ye olde tinterwebs but i cant find anything that helps me.

Excel Facts

Remove leading & trailing spaces
Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().

I have most definitely had this setting both checked and unchecked, to no avail. It's working fine on another Win 8.1 laptop with Excel 2016 though... i'm so confused.
