Frame control scroll bar

I have a frame1 control. On my useform
I have label control and six texboxs under label control in frame1 control. I want to do that the label control as a header. When I move scrollbar. Then only texboxs move. Not a label label control top stay as it is

I use this code like. Label1.top= Frame1.scrolltop. But not satisfy
