Formula to use previous non-blank value

I want to assign the ticket description in Col B to each of the people in Col A who appear under the respective tickets. So it looks like something in Col D/E.
Can someone help?

=LOOKUP(2,1/($B$1:B1<>""),$B$1:B1)

Array option:

=SCAN(,B1:B12,LAMBDA(a,b,IF(b="",a,b)))
