Formula to measure how many bids that are for £499 or less have been completed within 14 days

I have been given the task to create spreadsheet at work to measure how many bids that are for £499 or less have been completed within 14 days. And another which measures how many applications are processed within 14 days of being submitted.

Would I go about doing this with IF Functions/Nested IF Functions?


I'm very new to Excel and this seems like mission impossible to me. I would really appreciate it anyone can help me with this please?
