Formula to identify matching cell + update transfer date

Good morning,
Having a bit of an issue and hoping someone here can assist with this.
Looking to compare two columns and identify if any cell in column B matches any cell in column U, and if so, increase the corresponding row value of the cell in column V and transfer that value to K.
1. Any cells in Columb B (Test 1) match any cell in Column U (test 2).
2. If the cells match, to then increase then +1 the value of the cell in column V (test 3) that is next to the corresponding Test 2 cell.
3. Take the updated value of column V for the match and transfer it over to column K in the row of the match for column B

I am most likely explaining this extremely poorly, but I can answer any questions you may have. any help would be greatly appreciated.

What are numbers in Text 3 and Test 4?

If 31903974 this number matches to Test 2 from Test 1 do you want to add 1 to the existing number in Text 3? so that is 1+1 = 2?

Test 3 and 4 both represent days and looking to confirm how many days test 1 information has been available.
Yes, if that number is noted in both test 1 and 2, then increase the day count on test 3 by 1 digit, so yeah 1+1 or 2+1, etc.
If that day increased, then to transfer the newly updates digit to test 4 to whatever cell matched from test 1.
Trying to keep a running tally by looking at current information on test 1, with previous information listed on test 2 &3.
The numbers in Test 4 do not necessarily mean anything but wanted a placeholder to see if the formally increase correctly.
