Formula to determine KPI hours

Hi Guys

i need a help with a formula to determine the set KPI for operation hours and to show the time duration

1. Manifest passed on time KPI is set to be issued 3 hours before a vessel arrive at fairway buoy (FWB) and also they need to know how total hours it take ADNOC to grant permission if manifest is issued Timely or lately as per the set KPI

2 also a KPI hours is set for completing Operation for (Offload/ Loading Start Date &Time) and (Offload/ Loading End Date &Time) KPI 12 hours
so need a formula to calculate total duration hours from start time and end time and subtract from KPI 12hours

appreciate your help with a formula my data is align as this
