Formula to create a list based

Hi - If I have a list of 365 Days and there are 3 shifts per day, I want to create a list where each person appears in that list for the number of shifts in the adjacent column, is there an excel formula way to achieve this.

So in the table shown Person 1 needs to be allocated 83 shifts out of the 869, person 2 = 74 etc

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
Also what are the rules about shift allocation? Presumably you don't want someone to do 83 shifts back to back and have the rest of the year off, for example?
