What's the simplest formula to use is I am trying to add up the values of column Y. If a cell in column a falls in the range of 3000001 to 3999999?

Excel Facts

What is the last column in Excel?
Excel columns run from A to Z, AA to AZ, AAA to XFD. The last column is XFD.
SUMIFS like this:

=SUMIFS(Y:Y,Y:Y,">="&3000001,Y:Y,"<="&3999999)

where the numbers, 3000001 and 3999999, could be cell references if you want.
