Formula help, when some criteria is met, then all projects for a contract

We have contracts that have multiple projects. Each project stands alone for payment but all projects must be completed before the contract is considered complete.

I'm making a pivot table and pivot chart. My boss wants to see projects that are 95% or more complete. I added a formula PercentComplete>95% which gives true/false and used a filter on the pivot table to show true. Row labels are Contract ID and Project Number.

But as I look at this, I realize that it's not completely accurate because any projects tied to these contracts that are under 95% are not shown. If a contract has 5 projects and 4 are 95% complete but one is 80% complete, only the 4 are showing up but I'd like to display all 5.

I've tried to put together some formulas but nothing is working for me. I would really appreciate some help...
