Formula help - between two times

Can someone help me with a formula that will have the value "Yes" in column U if the time in column I is between 7:00 PM & 7:00 AM? For Example, in the below data set, only I9 & I10 should pull in a "Yes" into U9 & U10.

Quick Sum
Select a range of cells. The total appears in bottom right of Excel screen. Right-click total to add Max, Min, Count, Average.

Excel Formula:
=IF(OR(MOD(I3,1)<=TIMEVALUE("07:00"),MOD(I3,1)>=TIMEVALUE("19:00")),"YES","")
