Formula for Partial Duplicate match for 1 column

I have attached a sample workbook of my problem.

I have a worksheet with prefilled data. I am adding new data to the workbook, but am unsure if the new data is already inputted. There is a column with unique identifiers - it is column D "instNumber". Column D has various formatting for the unique identifiers including: 1) year_instrument number, 2) instrument number. The instrument number can also be from 1 to 5 digits.

I would like to create a formula, for conditional formatting, that will highlight new rows of data that I input and existing data, if Column D partially matches for instrument number, with the number being from 1 to 5 digits.
