Formula for Custom Data Validation

I want to restrict entry by user of a value unless they have already entered in other cells : I have a Minimun Value (MinVal) and Max Value (MaxVal) defined[TABLE="width: 500"]

this would just check that cell A and B are not empty
example for C3
=AND(A3<>"",B3<>"",C3>10,C3<20)

just apply to cells required
would that work - or is there a specific value from the list in A and do you also want to test that a valid date is entered in B
