Formula cell reference

I am trying to figure out if a formula can have a reference to a cell that is under a certain percentage

=if(a1<10%""'(A10),"") comes back with error

Any help appreciated
 

Excel Facts

Remove leading & trailing spaces
Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().
