Formatting amount of bullet points based on value given in list

I've searched around and cant seem to find a definitive answer...

I have created a data validation list going from 1 - 20, what I am trying to do is: based on the value given on that list have the corresponding amount of bullet points in the next column.

So, if a user highlights 5 within the list, the cell next to the list will then contain 5 bullet points that they can then enter data next to the bullet. Is this possible?
