Formato de Número personalizado

Suponiendo que tengo el valor 2.093.471 (dos millones noventa y tres mil cuatrocientos setenta y uno) y necesito mostrarlo como 2.09 , cual es el formato personalizado que debo usar ?.

Utilizando el formato #.###,, (mi separador de miles es el punto y de decimales , la coma), el resultado que obtengo es

2.093.471,,

es decir que no está interpretando las comas (,) como indicativo para mostrar el número en miles.

Muchas gracias por su ayuda.
