How do I format a cell value for % within this formula?

=("Residential taxpayers have seen their property values increase by "&AB18&" over the past five years.")

I get the following and want a 1-decimil place %

Residential taxpayers have seen their property values increase by 0.281505860089461 over the past five years.

What version of Excel are you using?
