Format text with formula

Hi all,

I'm not sure quite how to explain what I'm trying, so I'll go with a picture is with a thousand words.

K5 has a formula
Excel Formula:
=I5-L5
and formatted as Percentage showing "16%" in the cell.

J5 has a formula
Excel Formula:
=IF(K5>0,"Up "&K5,"No Change")
and shows "Up 0.16" in the cell.

Is there a way to make J5 show "Up 16%" using formatting?

How about
Excel Formula:
=IF(K5>0,"Up "&text(K5,"0%"),"No Change")
