Forcing user to enable macros on open . . .

I saw it somewhere, but I lost it. Can someone tell please me how to force a user to enable macros when he opens a workbook? Thank you for your help . . .

One way would be to set the security level to Low

Tools>Macros>Security> select the option Low.

Click OK

restart excel.

I saw something different you can do on the fly w/o having to restart or changing setting of security. Thank you for your response and could you take a look at my pervious problem with the "x"? Thank you again . . .
