Flagging duplicate emails

I was hoping for assistance with flagging a sheet of duplicate emails. Below are considerations and matching criteria:


  1. There can be 2 rows of the same email, or 3 rows, or 4 rows, etc.
  2. The first criteria that should determine which row gets flagged is the higher the General Number is, that row should win and get flagged as TRUE (e.g. for rows 2 and 3, row 3 wins since the General Number is 100 and row 2 is 0)
  3. The second criteria that determines a TRUE flag is if all General Number values are 0, then use the lowest Unique Number (e.g. row 4 wins since the Unique Number of 123000 is the lowest compared to rows 5 and 6).
