Fitting cell area to max page size and page centering

I have 4 excel files which are cover pages for paper folders. All of these files have 1 page to be written whenever creating paper folders. They differ in row count and variations are 10, 12, 20, 31. All files have margins set to 0 and center on page "horizontally" and "vertically" are selected in each. In "Page Layout" I have selected Width: 1 page, Height: 1 page.

Now to problem is that when these files are printed, each of them is different size (its only few mm though) and non of them are centered horizontally or vertically.

Im beginning to lose my mind with Excel since I first tried to manually set row heights so that these pages would be "forced" to be same size. This was also impossible to do with excel since everytime I choose everything -> Set row height from format, write x mm and the final result excel gives me varies everytime from the height I've set.

So, in a nutshell, I want to create 4 excel worksheets which include 1 page each but the row count varies. I want same size cover pages which are centered horizontally and vertically.

I bet there is some third level witchery and hoodoo integrated in excels row height settings and fitting certain area to page
