Finding the lowest carrier amoung a specific list

Hello -

I'm looking to find the lowest carrier based on a certain criteria. Hoping someone can help.

Cell C56 gives me my rating bands 1-22
If C56 is NOT 7 or 15 I need to find the lowest silver rate among Aetna, BCBS or United
F55:O55 is the row that list all my carriers
F56:O59 are my rates
F57:O57 is my row of silver rates.

So for example if C56 is 1 it will name the lowest silver carrier among Aetna, BCBS or United. If C56 is 7 or 15 it should return "N/A".
