Filtering columns and reapplying

Hello,

I need to create a measure that moves numbers around from another column. Code 1 and 2 are separate tables that are related to the FactTable. What I am trying to do is show how much EAS is showing for HOU and viceversa. The LocalBooks column is calculated via a simple addition of the Fact Table. I am pretty sure I need to get rid of filters and reapply them but cannot find a way to do it. Any help will be much appreciated.
