Filter with Multiple Header Rooms

I have a spreadsheet that has about 100 Items in which there is a Header Row for each item and then sub items that breakdown these Items into smaller items by areas. Each sub item total equals the Header Item total. Is there a way for me to filter this spreadsheet so I can get summaries of each area and not lose the Header Row?
 

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
To have any chance of getting a useful suggestion I think you would need to show us a small set of dummy sample data and the expected results and explain again in relation to that sample data.
