Filter Formula for older version

Hi, I achieved the result I wanted (below at G4:G5) which is getting multiple returns from multiple conditions using FILTER function.

However, I have to hard time trying to change this formula (to achieve the same result) into something that would also work on the older version too. I try a few things like INDEX & MATCH, OFFSET etc. but it doesn’t give me the same result. I have to drag down the formula to get the next value instead of getting it at once like in FILTER. Any suggestion please?

If you want a formula that works with xl 2019 or before, then your only option is to drag the formula down.
Do you still want a formula for older versions?

I see, that's why I can't find the way to do it. May be let me give you the whole thing what I am trying to do, you may have other suggestions.
Basically, I want to build multiple dependent dropdown list (in every row).

I'm having problem with dropdown 3. If I use FILTER formula then I can put that formula into Data Validation (List) and be done, I cam simple drag down the validation list to every row. But that won't work for older version, so I'm finding the way to do it.
