filter based on date (equal to and before) and send mail

I need a vba to have table as it is presented in "result" tab which is created based on values of other tabs (as it is mentioned with blue color).
Then, I need another code that will open Outlooks and send mail to all "approval mail" in "result" tab using body in "mail" tab
