Excel Facts

How to total the visible cells?
From the first blank cell below a filtered data set, press Alt+=. Instead of SUM, you will get SUBTOTAL(9,)
Select your column of values. Choose the Edit | Go To... | Special Blanks menu command. Type a reference to the unselected cell above the active cell (i.e., if your first data value is in cell A1, the you'd be entering =A1 into the active cell, A2). Press Control+Enter which will place the entered formula in each selected, empty cell. Select your column of values once more and perform Copy/Paste Special Values.

This is easy but I hope that I can give you the correct steps as I have the menu in hebrew:
Choose the cells that in column containing data and blanks
Edit
Move to
Special
Blanks
now enter in the active cell formula "=A1"
Ctrl+Enter
This will fill all blanks with the data above them

Yes, using Conditional Formatting with a Formula Is condition of...

=A2=A1

Before applying this condition select column A and tab to cell A2 to make it the active cell.
