How to recover or fix this.

Make sure that the file is actually an .xlsm file, not another format like xls or xlsx. How was it saved?

it was saved as and it is not getting repaired as well.

Then perhaps it is corrupted, or someone/something changed the extension in the name.

If you open it in notepad, does the first line look anything like this:

it was corrupted so need to prepare a new one.
