is there a format so that when numbers (fii) are entered in a cell they are automatically placed in a f' ii" format? I didn't see a format in the list of formats.
(I am using excel 2000 and windows 2000 pro)

You can do a custom number format:

0' 00"''"

After the zero is quotation apostrophe apostrophe quotation.

You can custom format cell as

0'00\"

Note this requires 2 digit inches always as you indicated. Also, as this is a formatting only change, the number are meaningless for if additional calculations need to be performned.
