Fee for contracting Excel Database

I would just like to inquire the prevailing market rate if you ever acquire the services of an Excel expert to create a database for you.

I think there's a semantic issue in your question because I'm not sure an Excel expert is the right person to "create" a database. Design, perhaps, but paying an Excel expert consultant for data entry overpays for the service and is work s/he is likely to pass on.
