External Data web link works on my laptop but not on another's laptop

I created a wonderful spreadsheet that uses an external web link to load .csv data from Atlassian JIra.

I sent it to my user who loaded it onto their laptop, and it doesn't work. When I remoted to their laptop, I can see that instead of CSV data, the link is "loading" some HTML that includes the phrase "Since your browser does not support JavaScript, you must press the continue button once to proceed."

Her default browser is Chrome, just like mine. It's the same version. And JavaScript is allowed.

What is happening, please? Thank you.

Did you know Excel offers Filter by Selection?

Hi, please verify if any site is blocked for Java script.

Also, check cookies settings. (see images)

Thanks for the response! I will have the user check that not only is Javascript allowed, but no sites are blocked. But you want her cookies set to "block third party incognito?"

Yes please check if this or Allow All cookies option helps.

Yes, those settings are correct.

Here is a new wrinkle. I theorized that Excel was using Microsoft Edge and ignoring out default browsers. So I opened my Edge and disallowed Javascript and lo and behold, I got the same error she got! Great! And I put Edge back to allowing Javascript...AND I'M STILL GETTING THE ERROR. Now I've broken the spreadsheet for myself. Even trying to recreate from the beginning won't work! Argh!
