Expiration Reports (push button or dropdown?)

I would like to have a button, or even a dropdown, whatever that provides mewith either a report or a list of some kind of names of everyone who has an expired credential. Or if possible, to drill down further, have Excel provide a list of names with expired certifications, separated by their site... see below.

This is obviously a redacted version and there are multiple sites and many more certifications, but I would like to be able to set the framework to make a report giving lists of all names at the site "Site 1" who have an expired Drivers license.

I have tried a few different things but not really getting much traction. Does anyone have any ideas?

Get help while writing formula
Click the italics "fx" icon to the left of the formula bar to open the Functions Arguments dialog. Help is displayed for each argument.
I would use a filter formula (=Filter()) to search and display the records with expired driver's license.
