Excel Workspace File Problem

I created an Excel workspace file. There are 2 files in the workspace. The second file is used for data valiation on the drop down lists in the first file. Some people have no problem opening the workspace file. Other people with the same security access are unable to open the file. They get an error message indicating there may be invalid characters or the file is read-only.

Has anyone had a similar problem with Excel workspace files? If so how was it resolved?

A workspace file doesn't contain the actual workbooks, but their names and how they were last viewed. So, are the users able to open the problem workbook normally?

Here is some additional information on the error message.

The file could not be accessed. Try one of the following:

-Make sure the specified folder exists
-Make sure the folder that contains the file is not read-only
-Make sure the fiel name does not contain any of the following characters: < > ? []
-Make sure the file/path name doesn't contain more than 218 characters

If the users can open the actual xls, the implication is that the worbook that the workspace points to is in a different, non-accessible location.

The security on all folders where the files (.xls. or .xlw) are stored is the same. So there seems to be something else.
