I'm trying to create what should be a very simple chart, one I've created plenty of times before. This time Excel isn't cooperating and I can't figure out why. I have a simple data set with two rows of data (see below) and only 14 data points. I want to create a clustered bar chart with two Y axis. Every time I change one of the series to plot on the secondary axis, Excel changes it to a Custom Combo chart but it looks just like a stacked bar chart. I've never experienced anything like this and have tried everything I can think of to fix it. I've tried creating the chart with only one series and then adding the second series, tried changing which series is plotted on the secondary axis, tried copying the data to a brand new Excel workbook, etc. Any ideas?
