What formula in data validation and/or conditional formatting would I need to enter in the blue cell to stop accidental entry if the wordings (above in the date range) equal ‘not started’ or ‘finalised’?

We cannot see your row or column labels but suppose that first "Not Started" is in cell G3 then in the blue cell use this Data Validation

Select the full range required for data validation say F3:Z5
Select -->Data validation--> Allow--> Whole number
set Minimum =0 and Maximum = =9^9

How would that stop entry in the blue cells if the wording above was "not started" or "finalised"? Your suggestion takes no account of those text values.
