Excel VBA If Then Statement with Time

I have a report that I am constructing for managers to use. However, I don't want them to be able to run the report between the hours of 12:00 AM and 6:00 AM. How, do I set up the code to validate the actual time and not run if it is between this time period? I would like the time format to be in hh:mm AMPM. Thanks for your help.

How do they run the report? Is it by clicking a button (linked to a macro) or something else?

Yes, they click a macro that pulls data from a dbf file. This information (actual hours worked) is then compared to scheduled hours. However, Aloha grinds the previous day around 3:00 AM so I don't want them to be able to access the dbf files during this time period.
