Excel using ; instead of commas

I try to save the excel into comma delimited CVS

and my fields are separated with ; and not with comma

why is this happening

also for formulas I have to use ; instead of comma

=VLOOKUP (a2; ....................

and not

=VLOOKUP (a2, ....................

Look at your Regional Settings in Windows Control Panel.
