Excel treating everything as absolute references

I've run into a simple but maddening problem preventing me from finishing some work reports.

I'm just trying to do a simple COUNTIF for a list of names that I've done many times for this specific report.

However, this time, when I drag the formula down the list, it is treating everything as an absolute reference to the first entry, when it very clearly isn't. Ex formula =COUNTIF($A:$A,C1).

I tried it with a basic math function elsewhere and it did the same thing when I dragged the formula down.

What is going on?
 

Excel Facts

Remove leading & trailing spaces
Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().
