Excel Time clock formula

Hi, I am in the process of creating an excel sheet for time in and out as well as work duration calculation.
is there a formula in whereas no matter how early an employee clocks in, it will be rounded up to 9am.
as well as a grace period of 10 minutes late before deduction.
after that, clock ins are rounded to 15 minute intervals.
