Excel spreadsheet versions like in access

I searched for answers for and came across the same question i had but none were responded to so i'll ask the question again..

I work within a large organization and release spreadsheet templates to many individuals. I would like to insure the most updated versions are being used (without e-mail blasts that are ignored). Does anyone have experience managing control and versions of Excel templates?

In Access there is a way to set the version# and then force the DB to check (on open) if it's current. If not it will pop up a message box to notify the user they need to download the new one.

PS
prefer to do without macros as the security settings on most PCs would be a problem.
