Excel Speedometer

Created a speedometer but need to change the needle based off results 1-5: 1 = Poor, 2 = Fair, 3 = Good, 4 = Very Good and 5 = Excellent.
I have see up the data as follows but the pointer doesn't move accordingly.
Where am I going wrong?
