Excel Power Query (loading table that adds/delete rows)

Having a major problem trying to figure this out...
I am udpating an Excel PQ table (from web) that adds (and deletes) rows from a website.
There are 6 tables in total (5 tables are static as to number of rows).
But for the one table that changes the number of rows, it won't let me use the 2nd data loading option (External Data Properties - Insert entire rows for new data, clear unused cells).
I can actually change the options (BUT it doesn't save the changes). i.e. it reverts back to the first option (Insert cells for new data, delete unused cells).
How do I change the data table loading options for it to save? I have done this before but I can't figure it out. Thanks.
