Excel Online Sharepoint - Workbook Links Updating with New Rows Added

I have one Excel Online document that has a data file. I have another Excel Online document where I am wanting to use the Workbook Links feature to import the data from the other data file. An issue that I am running into is if the original data file is updated with new rows, the other document does not update when refreshed.

This link is what I used for directions to setup the Workbook Link. Workbook Link support coming to Excel for the web
It advises you to copy the data only that you have selected.

When I copy the column range, it provides this error. I provided feedback to Microsoft.

Unfortunately, due to data privacy, I am unable to share examples.

Does anyone know how to get around this error when using Excel Online Sharepoint?
