MS have moved the formula bar from the top to the bottom. 
Apparently this is not a bug, but a 'feature' requested?
I have the same version on my tablet and my Samsung A12 phone. Only the phone is affected ATM, so am keeping my tablet off wifi when opening Excel, as I do not want that updated, with bar at the bottom.
If yours is still at the top, it is only a matter of time.
The answers.microsoft.com site has a huge thread on it and their is a link to a request with vote to at least give the option.
If it annoys you as much as it does me, please add a comment and vote once.
